障がい者の防災について知っている？ Do you know about disaster prevention for disabled people?

一言で障がいと言っても、その程度や種類によって必要な支援は様々です。例えば、聴覚障がいでは、中途障がいで聴力を失ったため手話を理解できず、文字でのコミュニケーションが適切な方もいれば、先天的に聴力が無く幼少期から手話が主たるコミュニケーション手段であったため、文字でのコミュニケーションが逆に苦手な方もおられます。だからこそ、究極的にはそれぞれの障がいに対する必要な支援について要望を伺い、それに応じて対応することがベストです。
では、障がいにはどのような種類があるのでしょうか？障がいには大きく分けて以下の三つの種類があります。
・身体障がい
・知的障がい
・精神障がい
The support required varies according to the degree and type of disability. So, ultimately, it is up to us to listen to the needs of the individual disabled person and respond accordingly. The best way is to listen to the needs of the individual with disabilities and respond accordingly.
So what are the different types of disability? There are three main types of disability.
・Physical disability
・Intellectual disability
・Mental disability

障がいの種類	適切な対応
聴覚障がい Deafness	健常者が耳で行っていることの一部ができなくなっています。そのため、「情報保障」といわれる耳での情報収集をサポートすることが支援の主たる目的となります。　避難所では本部や受付などに「聴覚障がい者」や「手話」などのプラカードを掲げたり、プラカードを持って回って聴覚障がい者がいるかどうか確認してください。・聴覚障がい者に、大きな声で話せば大丈夫か、手話、筆談のどちらかが必要か、コミュニケーション方法を確認してください。・避難所の担当や周りの人にも伝えて、食糧や水の配給など何かの放送があったらすぐに周りから筆談などで伝えるなど、サポートできるようにしてください。 Some of the things that able-bodied people do by ear are no longer possible. Therefore, the main purpose of support is to assist people to gather information by ear, which is called 'information security'. At evacuation centres, hang placards saying 'Hearing impaired' or 'Sign language' at the headquarters or reception area, or go around with the placards to see if there are any hearing impaired people there. ・Confirm with the hearing impaired person whether it is safe to speak out loud, whether sign language or written communication is required, and how to communicate with them. ・If there are any announcements about food or water rations, etc., make sure that people around you can support them by communicating with them in writing, etc.
視覚障がい Blind	視覚障がいがある方は、周囲の状況を目で確認できないため、情報不足になりがちです。言葉で情報を伝えるよう、心がけてください。・声をかける時は、本人のそばへ行ってください。・場所を説明する時は、「ここ」「あそこ」などのあいまいな言葉は使つかわず、「前まえ」「後うしろ」、「右みぎ」「左ひだり」など、具体的な言葉を使うようにしてください。・誘導する時は、腕や肩につかまってもらい、誘導する人が半歩ほど前を歩いてください。曲がる方向や段差など、周囲の状況を説明しながら歩いてください。 People with visual impairments tend to lack information because they cannot see what is going on around them. 肢体不自由 Physically handicapped	手や足で行うことの一部ができなくなっているため、それらを補うために様々な福祉機器を使っています。また、あまり知られていませんが、自力で排尿・排便する機能や、気温に応じて体温を調節する機能など、外見からはわからない身体機能にも支障がある場合があります。避難所が一般的に言うバリアフリーな環境でも、障がいの程度によっては十分でない場合もあります。・段差のない場所、なるべく出入口に近い場所を確保できるように配慮してください。・通路は車椅子などが通れる幅を確保し、物を置かないようにしましょう。・避難所のトイレが使用できない場合も考えられます。本人の希望を聞いて、必要な支援を行なってください。 Some of the things they do with their hands and feet are no longer possible, so they use various assistive devices. Ask the person what they want and provide the necessary support.
精神・知的障がい Intellectual and Mental disability	身体的な機能に支障が無くても、慣れた人が周囲にいるか、落ち着ける環境が確保されているかといった点が問題になります。臨機応変なコミュニケーションが難しい場合は、特に事前の準備が重要です。適切な支援を判断するには障がいに関する一定の専門知識が必要な場合もあります。・大きな声や指示的な口調は、不安にさせる可能性もあるので控えてください。・状況を具体的に、わかりやすく、簡潔に説明してください。状況を知ることで不安がやわらぐことがあります。・話をする場合は、一度に多くの内容を盛りこまず、一つずつ伝えるようにしてください。 Even if physical functioning is not impaired, there are issues such as whether familiar people are around and whether a calm environment is ensured. Preparation is particularly important if flexible communication is difficult. Determining the appropriate support may require a certain level of specialist knowledge about the disability. ・Avoid a loud or directive tone of voice, as this may cause anxiety. ・Explain the situation concretely, clearly and concisely. Knowing what is going on may ease anxiety. ・When talking, do not include a lot of details at once, but try to tell one story at a time.
